Deleting a category in wagtail will cause submission answers to not load

Describe the bug

When an application form uses a category block, deleting the selected category in wagtail will cause the application to fail to load answers in the submission detail view

To Reproduce

Steps to reproduce the behavior:

1. Create a new submission with an answer that uses a category answer
2. View submission, notice answers load as expected
3. Delete the used category
4. Submission detail view will no longer load the answers outside of named fields

@wes-otf I can not replicate this in my local setup.

If I delete e.g. Browser plugin in Technology attributes and go to a submission that has that option selected everything renders fine. The value is gone of course and that is an issue it itself. I can edit and save the submission as well.

Did I misunderstand the issue or have we fixed this at some point?

That you can in effect change existing submission by editing/removing categories is not optimal. Biut that is a separate issue.
