command-handler was failing when processing /rebuild comments because it dispatched a workflow that is not manually dispatchable. This updates the dispatch target and aligns the target workflow’s trigger/input contract so comment-driven rebuilds execute successfully.

  • Workflow dispatch target correction

    • Updated pr-commands.yml to dispatch pr-build.yml instead of android.yml.
  • Dispatch contract added to PR build workflow

    • Added workflow_dispatch to pr-build.yml with required pr_number input.
    • Preserves existing pull_request behavior.
  • Event-agnostic PR number resolution

    • Updated artifact naming and metadata output to use:
      • github.event.inputs.pr_number || github.event.pull_request.number
    • Ensures consistent behavior for both comment-triggered rebuilds and normal PR runs.

looks good to me

thank you microsoft for free $2 in practically worthless copilot credits, I used 19.5 of them to change like 4 lines in my github workflow
