As already known, there is this aqt bug that Holt fixed for 6.7.3. But the fix is only for that specific version.
To make it work with 6.11.0 (and other versions), I installed the current github egg from the official repo.
pip install git+https://github.com/miurahr/aqtinstall.git#egg=aqtinstall
With that dev version, the install command works flawlessly.
