Cgroups v2 "no internal processes" rule

Is there a way to progressively move PIDs into leafs? Tried to get Gentoo stage3 running in unprivileged LXC container, but the cgroups service fails since the whole no internal processes rules is not complied.

As I understand Systemd solves this issue with the systemd.slice feature.

#820 is composed of refactoring code for cgroups. but, how is the current setup affecting the internal process rules? openrc currently creates /openrc.$service_name for each service, on the root cgroup (which is the only one except from the rule). do you have any specific error message?

Yes, when I try to run Gentoo with OpenRC as init system in a LXC container, I get below error message from /etc/init.d/cgroups. Message occurs when cgroup service tries to modify cgroup.subtree_control, but if PIDs only was present in leafs problem would not occur I guess.
