fix: isLoading initial value causing data fetch to never run

ROOT CAUSE: isLoading was initialized as 'true' in store
EFFECT: Guard clause (dataLoaded || isLoading) always returned true
RESULT: loadData() was never called, satellites never loaded

Fix: Set isLoading initial value to 'false'
