The TIDES spec says: "Standing capacity of the vehicle set by the manufacturer" which is a little odd, I think we should clarify. For what it's worth, we've been publishing a vehicles.txt file in our GTFS feed for at least the last year, we treat standing and seated capacity as mutually exclusive, so you'd add them up to get max vehicle occupancy. These numbers come from our asset management system, so presumably reflect the manufacturer's intent (that standing capacity is exclusive of seated capacity). |

I can add a little to this by describing what we did while I was at Pace. I
believe that the APC software for Trapeze TransitMaster required both a
seated and standing capacity. If it didn't, then RIDECHECK certainly did.
There were three ways that standing capacity could be obtained:
1. From the manufacturer, by particular year and model. This info was
incomplete, even by manufacturer and the same model,
2. The way that our main manufacturer calculated this was by taking the
square footage of aisle/standing space, and dividing by a fixed number,
either two square feet per person or 4 square feet per person (can't
remember exactly),
3. Without either of these, we took standing capacity as 50% of seated
capacity as an estimate. A little rough field testing showed this to be
reasonable.
The information went from RIDECHECK to Transit Asset Management, which then
later used for vehicles.txt.

Most of what I've seen (across about a dozen agencies) talks about the number of seats and the capacity of the vehicle, with capacity, i.e. standing capacity, meaning capacity including people standing. |

In TIDES is the capacity_standing supposed to mean the total capacity including seated and standees or just number of standees?
