Tracking GFSv17 Wave downstream Updates required for HAFS.

Description

This issue is to track HAFS updates required for planned updates to the wave model in GFSv17.

Update Restart file being used

@AliS-Noaa has created a routine that interpolates the new NetCDF restart files form the GFSv17 domain to NetCDF HAFS domain.

If the model is updated, we then need to resolve WW3 issue NOAA-EMC/WW3#1449 so that HAFs can read the restart file.

If the model is not updated, a binary restart is required. @AliS-Noaa is working to go from NetCDF restart to binary restart.

Updates to the HAFS workflow will be required to use these new interpolation schemes and replace the existing ww3_gint routines.

Pinging on this issue to determine the remaining work that is needed.

My understanding for this is that end-to-end testing is still needed to ensure all the pieces work.
