bug: Action Preference on "Not Junk" not honored

I set the preference for reporting a message as "delete from current
and move to inbox". This did not occur.

It did add a "Not Junk" flag to the message, but nothing else occurred.

Maybe there is a config error on my mail server?

As of most recent release, this still does not work. See #88 for release info.
