Add AMD HIP/Rocm support on Windows and Linux

I've tried the latest release of katago engine (OpenCL version) on my AMD Radeon RX 6600 XT (gfx1032, with 8GB Memory), I think my GPU is strong enough to run the latest zhizi b40 model binary, but it doesn't have a good performance. Are there any possible ways to build a HIP version katago engine to enhance performance?

The speed formula of a model is 1/bcc, e.g.

• b40c768:b40c512 = 40x512x512/40/768/768 = 0.44
• if the speed of non-zhizi model is 100 visit/s
• zhizi model is 44 visit/s

There is a command katago benchmark to test the speed.
