Handle state while recording is running

Describe the bug
Prevent user to click Save or anything button when process recording is running

To Reproduce
Steps to reproduce the behavior:

1. Open modal Record New Article
2. Click the mic button
3. Click Save button

Expected behavior
User not allowed to click anything button when process recording is running
