The reading options bar is appearing on pages where there happens to be no content which can change. Particularly an issue on Preprints where preprint is in a PDF and so there is no html content for the reading bar to target.
Include logic in reading-options-bar display such that if there is no target content on that page, it does not display. This ensures it will only show on pages where it can have a user-visible function.
