initDBScripts not being run

Since updating the postgresql dependency to version 11 the initDBScripts are not being run anymore

i had to take this into account for emeis in #22 so the emeis PR has an example that works again

i am strongly considering to close #22 and to lifecycle manage the helm chart together with the actual emeis code tho
