CI/CD Improvements

Desired improvements:

• Automatically run unit tests (either needs a powerful runner or refactoring of the unit tests to require fewer resources).
• Fix EFI build workflow to really only do the Qubic project EFI build. Currently it also builds the test project which takes up the majority of the time.
• Optimize build time of the test project.
• Add a pull request template to force devs to write meaningful PR descriptions.
• Automatically close PRs that have been inactive for a long time.
• [ maybe ] Automatically delete stale branches. We might need an option here to explicitly exclude some branches we want to keep around.

I think an AI that can do basic to medium review, they are good at spotting typo mistake/bugs, it would be nice.
They only work on-demand, eg: devs type "hey XXX review this please"
