Summary

• Adds the Top Plugins Popular Content homepage widget (home-page-widget:adoption-insights/top-plugins-card) with shared auto/hybrid/curated primitives for the org-wide card family (RHIDP-18133, UX DTUX-3136).
• BUI list rows show rank, friendly display name, plugin id, signed trend %, and visits on a second line; header info tooltip for the 28-day lookback.
• Wires the local NFS app with @red-hat-developer-hub/backstage-plugin-homepage so the card can be verified at /.

Test plan

• cd workspaces/adoption-insights && yarn start → open / and confirm Top Plugins renders with rank / name / id / trend / visits
• Toggle card settings (mode, displayCount, title) on the customizable homepage
• Curated mode with items in widgetLayout props (no Adoption Insights fetch)
• Empty / error / permission-denied states keep the homepage loadable
• Verify on rhdh-local with the Adoption Insights backend + homepage plugin enabled
• Unit tests: CI=1 yarn test --testPathPatterns='homepage/(popularContent|topPlugins)' --watchAll=false from the plugin package
