[BUG] The built-in read-only permission cannot open the storage bucket

Description

Steps to Reproduce

1. Add a new user and assign only read-only permissions
2. After logging in as a user, click on the storage bucket

Expected Behavior

The file list can be read normally and files can be downloaded normally

Actual Behavior

Unable to read the file list and download files

Yes, that's exactly what I'm doing now, but I think it's a bug, so I'm reporting it. Actually, there's also an issue with read and write permissions, and there are cases where the interface doesn't have permissions.
