Create a PoC for PQ-safe signatures using ML-DSA.

For this, we will need to use Go tip: golang/go@4e51025

Replace the standalone scion-pki with step and its plugin mechanism.

Most commands in the scion-pki are just a re-implementation of what step provides, but less ergonomic.
Step can be extended through plugins (see https://github.com/smallstep/step-kms-plugin for example).

The idea is to provide our own plugin for TRC related actions, and for the rest rely on the default step cli.
