Implement Hetzner for tests and artifact storage

• Add Hetzner as an artifact storage option and use it by default (to migrate away from aws).

  • The logs inside the "clickhouse" dir have 30 day retention.
  • The files created by tests in "data" have 1 day retention (as they're not reused after the tests).
  • New log/report browser - https://hel1.your-objectstorage.com/qa-data/index.html# (credentials in 1password).

• Add Hetzner support for s3 suites - s3, tiered_storage, benchmark, and parquet

  • Disable aws runs in scheduled tests
    • Available to run manually, including aws_all option to run all suites with aws

• Minor clean up such as removing trailing whitespaces and removing unused gitlab files
