Drop the ComplianceEngine module and assessor from the build (CMake), fuzzer, clang-tidy tooling, pre-commit hooks, and the devcontainer AugmentationEngine mount.
Drop ComplianceEngine references and the dedicated module section from README and the Copilot instructions.
Delete the ComplianceEngine module (src/modules/complianceengine), its Machine Configuration adapter (src/adapters/mc/complianceengine), and its module test recipes (src/modules/test/recipes/complianceengine).
