Add GPT-6.1 Terra to the shared public catalog and generated local/optional gateway and CLI inventories: Responses routing, six reasoning choices, published API pricing and preserved defaults. Extend LiteLLM1.88.1's source-checked mapper to retain max effort and its existing summary policy.
Integrated current main ce4a943 through qualified #1143, preserving merged security #1141 and test isolation #1142. Full Ruff and884-file format pass. Ten generator tests and205-model/four-output generation check pass. Streaming/CLI builds, CLI typecheck and300CLI tests pass; a fresh actual gateway image passes ten offline OSS-YAML Responses/tool/effort/summary contracts, exit0 (eight unrelated variants deselected). The high-severity npm audit gate passes; existing3low/19moderate findings remain. Python/Web/telemetry inputs are byte-identical to the prerequisite merges, so their measured local gates are explicitly reused. Actual hosted checks run and normal main protection remains in force; no blanket billing-block or CI-success assumption.
This is qualified source integration, not a package version, tag, image publication, provider-account availability, installed CLI session or SaaS deployment. SaaS synchronization and production qualification remain separate.
