This PR adds smartredis to the E3SM build and tests its functionality in MPAS-Ocean. It requires checking out the CIME branch https://github.com/cbegeman/cime/tree/new-smartsim-feature. It also makes use of the launch script in https://github.com/cbegeman/SmartSim/blob/smarte3sm_v0.4.0/tutorials/badger/launch_db_for_e3sm_new_alloc.py to launch a separate allocation for smartredis database nodes.
