feat(fr): add missing lowbat.wav phrase - #185

SOUNDS/fr/ was missing lowbat.wav (RC model "battery low") - it only had SYSTEM/lowbatt.wav (transmitter battery low). Every other locale ships both. Adds the CSV row with the next available String ID (309, following this file's existing per-addition numbering). This commit only adds the source row; the wav file itself will be produced via the automated TTS generation pipeline.
