Guard staged Entra and Intune device cleanup

Summary

• Add a report-only starting policy for staged Entra and Intune cleanup across Windows, Android, iOS, iPadOS, and macOS. It uses the existing scheduled Graph connection and a separate persistent cloud cleanup datastore.
• Allow a recent or unknown Intune sync to block Entra disable and delete when the policy requests that protection. Entra-only records remain eligible under the configured Entra activity rule.
• Stop destructive actions for duplicate Intune links or ambiguous Autopilot identities. Keep standalone Autopilot identity removal on Windows devices, and skip Entra deletion when linked Intune removal fails.
• Set the next CleanupMonster module version to 3.1.15 and require GraphEssentials 0.0.63 for cloud cleanup.

Release order

This PR builds on CleanupMonster#60, which consumes GraphEssentials#29. Merge and publish GraphEssentials 0.0.63 first, then settle the lower CleanupMonster PR before this one. Deploy the released modules before using the example policy.

Validation

The affected cloud cleanup Pester tests passed on PowerShell 7 and Windows PowerShell 5.1. The example defaults to report-only. Live tenant behavior and full-scale inventory time remain unverified.
