Add fail-closed Teams collection

Summary

• add Get-MyTeam -RequireCompleteData for reports and automation that require complete team, detail, and owner data
• buffer strict-mode results so a later collection failure cannot expose an incomplete partial result
• page group owners and preserve user, service-principal, ownerless, and unavailable-owner states
• retain the existing warning-based behavior for callers that do not opt into strict collection

Compatibility

The existing default behavior remains unchanged. Strict collection is an explicit opt-in.

Release note

This advances the module source to 0.0.61. Private downstream consumers should adopt the new contract only after that version is published.
