Redesign the ACCI map workspace

What changed

• Introduces a responsive top navigation with Austin search and live-data status
• Groups primary map actions in a bottom-left L-shaped dock
• Adds an auto-open timeline that collapses into the dock
• Adds combined, point, and column visualization modes
• Previews travel context, severity, harm, and date when a crash is hovered
• Expands the source panel with Austin person-level data, mobility-project links, and TxDOT CRIS
• Documents the interaction model and future data-layer path in the ACCI handoff

Why

The previous controls were split across a tall panel, the header, native map controls, and the footer. The new workspace keeps the map legible while making primary actions predictable on desktop and reachable with one thumb on mobile.
