Update code list for `licence_id` field
This commit adds updates the indexing to upload to Azure a small JSON file containing the metadata for the indices, and then modifies index.html to use that file, so that it can show the last update timestamps without needing to download the full indices. It also prints the timestamp next to the ZIP file.
