[suite] [improvement] let close-thread settle closing questions in chat #79

close-thread currently treats an unresolved closing check as a pending decision: it writes a bundle and stops, leaving the user to resolve the queue and invoke the skill again. Closing a thread should be an interactive exchange when a check needs human judgment. The agent should ask the user directly in chat and continue once the point is settled, without creating a pending-decision bundle for that question. Reconsider whether close-thread needs to inspect existing pending-decision bundles at all.
