[suite] [bug] discussion closes without the inference list and the document offer #80
A discussion session on the implementation-report thread (.work/threads/2026/09/29-0818-implementation-report-single-account/) ended without following the closing sequence the discussion skill defines, in two ways.
First, the agent listed the points it was holding back as "defaults unless you object", and once the user accepted them, appended every one to log.md as a (decision) line. Step 7 says the inference list is non-binding and that bullets the user does not promote to a fork stay unlogged. The thread's log now pins five points the spec was meant to settle on its own.
Second, the agent then declared the thread ready for its spec and skipped step 8, the offer of the project-layer documents the thread would land. The user noticed only by remembering that the offer existed. Under the PDR on project-layer documents entering by user acceptance, spec drafts delta documents only from accepted document lines, so a discussion that skips the offer silently drops every record, glossary term and agents-file change the thread needed. In this thread that was a PDR for removing implement-plan, the suite/AGENTS.md layout line naming it, and a glossary term.
The skill text was current and installed as written, so the rule wasn't missing. It didn't hold up over a long discussion that settled its forks one by one. The outcome wanted is a discussion that reliably closes the way the skill says: the inference list stays unlogged unless a bullet is promoted, and the document offer is always made before the discussion is called finished.
