Move the isPrefetchVoteActive state and its transition-detection logic out of ComposeSceneMediator and into IosPrefetchScheduler, so the scheduler notifies its owner only when the prefetch vote actually changes. Resolves the CMP-10587 cleanup TODO. CMP-10587
