Consumes github-actions PR #119 merge for the consolidated private security bundle. Baked uv is reused; fallback uv, actionlint, OSV-Scanner and gitleaks artifacts use the checksum-addressed fleet cache and verified upstream fallback. Public/GitHub-hosted execution remains portable and receives no estate data. This removes four repeated external artifact downloads from ordinary private security jobs after cache warm-up.
