Prepare configuration operations durably before publishing target files, so interrupted multi-root setup installation can resume admitted children after plan expiry or source archive loss. Cancellation remains available before publication starts; older writers refuse the new private state schema. Harness executables remain user-managed.

Release source: 0.0.94, head cace0e5b48e0734371171f66882e069efa509bc4, base 11fa8b82a32c7507d6ea2be4736d4100fdb624d1. The rendered tree was compared with this exact remote head (132 tracked files, including modes); GitHub verified its commit signature. Local source/render validation passed with 690 Rust tests and 28 negative controls. This PR's platform and boundary checks must pass on its final head before merge.

This is source preparation. Artifact publication follows released ai-stp-cli 0.0.48 and Rust preview 0.1.0-preview.11, qualification of the current trusted publisher, then attested release readback. No release tag has been created by this PR. Automatic setup publication remains disabled during the coordinated rollout.

Rollback is a source revert or fix forward. Preserve admitted operational state and its exact original component; never restore an earlier registry over later configuration writes. Aggregate CLI orchestration and production Rust cutover remain separate acceptance steps.
