fix(ci): resolve reusable workflows from Archive

What changed, and why it matters

Resolve the ten existing reusable CI/security calls through NDDev-Technocracy-Archive/ci-workflows-20261014, the owner's temporary repository location. GitHub Actions does not follow repository redirects. Keep the exact 93eeb2a65e98a29e9dbff7909f67c6419abff046 workflow pin, inputs, permissions, check names and operating-system matrix unchanged.

Only .github/workflows/ci.yml and .github/workflows/security.yml change. No provider code, setup content, package version or release artifact changes.

How it was verified

• Compared both files against base f532bf730a4057561852381c1accd27f61b15a42: the only differences are the ten repository-coordinate replacements.
• actionlint 1.7.12: passed for all workflows.
• zizmor 1.26.1 (the called CI version), --persona=auditor, authenticated online checks: passed for all workflows.
• Verified all ten called workflow files at the unchanged SHA through the Archive GitHub contents API, byte for byte against canonical Git objects.
• Exact-head GitHub CI is pending; local Rust tests were not repeated for this workflow-only change.

Head: 241d4b039cbb3ac469e962c094c59460171437cc. Roll forward to a verified reachable repository coordinate if another transfer occurs; do not restore the now-unresolvable old address. No permission or secret expansion.
