Main objective: Update CIME

• Update CIME tag to cime5.6.10_NorESM2.3.0_v2
  • Closes NorESM2.3 - update CIME #714
  • Includes olivia settings cime#103

@gold2718 when is this due? I might squeeze in NorESMhub/CAM#274 here? It's not default, and the baselines for aux_cam_noresm pass. I just need to rerun tests that somehow did get timeouted.

I suggest a due date for this on Wednesday 6 May, to be discussed for the tag team meeting then, and aiming for a NorESM2.3.0 release by Friday 8 May. With this time-line, I would like to start testing from Monday next week. Is that OK with you?

The timeline seems ok. I just need to fix the comments in the CAM-side PR. and retest.

I think this looks good now.
We could try to add Olivia to the config_pes by just adding it to Betzy entries (as long as they have number of tasks and not number of nodes).

@mvertens - we need a new PR branch for beta18, this one is for NorESM2.3.0.
I will try to run on Betzy. I was not running anything there the last week since I could not start any jobs there.
