In Laravel 13, event auto-discovery does not find BuildingMenu event from vendor package (jeroennoten/laravel-adminlte). This causes the sidebar menu to only show 2 items (Dasbor and Dasbor Demografi) instead of the full menu from team configuration. Fixes OpenSID#1087

PR ini memperbaiki masalah di mana menu sidebar hanya menampilkan 2 item (Dasbor dan Dasbor Demografi) setelah migrasi ke Laravel 13.
Root Cause
Di Laravel 13, event auto-discovery tidak menemukan BuildingMenu event dari package vendor (jeroennoten/laravel-adminlte). MenuListener yang seharusnya load menu dari tabel eam ke sidebar tidak pernah di-trigger.
