fix: enable long paths and move cargo/rustup homes on Windows - #44

Cargo's libgit2 rejects checkouts with paths over MAX_PATH unless core.longpaths is set, which breaks git dependencies with deep trees. - Set LongPathsEnabled in the registry and core.longpaths in the system git config - Install cargo and rustup under C:\buildtools instead of the user profile, keeping paths short and independent of the container user Co-Authored-By: Claude Opus 5.5 <noreply@anthropic.com>
