'boar ci --quiet' is not very quiet

What steps will reproduce the problem?
1. Checkin some changed/new files with 'boar ci --quiet'

What is the expected output?

I expect to see not much output.

What do you see instead?

There's a lot of output starting with "Sending <filename>"

What version of boar are you using?

Mercurial change id 02794952ea9c

Not too much output is seen in the console but if the output is directed to a 
log file then that file becomes huge. The reason is that there's a lot of these 
"Sending <filename>: <number>% [-]" lines that are output as the sending 
progresses.

The reason for this is that in workdir.py the check_in_file method uses a 
SimpleProgressPrinter object directly and bypasses the Workdir printers set in 
use_progress_printer method (which sets the dummy printers if quiet mode is 
requested).
