Moves chacha20 from the yanked 0.10.0 release to 0.10.2. chacha20 0.10.2 fixes the SSE2 backend of the ChaCha RNG using an SSE4.1 intrinsic, which rand's StdRng/ThreadRng exercises at runtime.
