Documents the known 105-member limit for Squads V4 multisigs in SECURITY.md

Changes:

• SECURITY.md — added a Known Issues section documenting that multisigs with more than 105 members cannot create new proposals, advising users and integrations to enforce the limit, and excluding report of this issue from bug bounty eligibility.
