Add payload decoder for Axioma QALCOSONIC W1

Adds an uplink payload decoder for the Axioma QALCOSONIC W1 ultrasonic water meter.

Supported payload:

• Enhanced 51-byte uplink
• Frame version 0x01
• FPort 100
• Meter timestamp and status
• Logged/base volume
• 23 hourly consumption deltas
• Reconstructed current volume
• Meter status flags

The decoder has been validated using real-world uplinks from multiple QALCOSONIC W1 meters manufactured in 2024.

A codec test vector with known decoded values is included.
