WIRE-301: Remove retired staking attestation types

Summary

• Regenerate the sysio system-contract TypeScript types after retiring STAKE and UNSTAKE.
• Remove the retired members from the generated msgch and uwrit enums while keeping the SDK aligned with the reserved protocol slots in wire-sysio PR #544.

Validation

• Pushed head: 7cce53843e81cc92099bb09ec927458813b4f586, containing current master 136dcda47b160bc1f95a9cbf6bf8159f0a778f26.
• wire-libraries-ts baseline passed 885/885.
• Cross-repository Release Phase A and focused validation passed for the exact companion revision set.
• Local Phase B passed all 13/13 flows on top of wire-tools-ts PR Add opt-in pnpm links for source-owned outpost artifacts #59; the integration overlay was local-only and was not pushed.
• Current-head GitHub CI is running. The mandatory exact-revision remote Release E2E remains pending.

Rollout

Draft. The sysio PR must merge before generated packages are published. Publish only from the merged protocol revision, record the emitted versions, update downstream dependencies and lockfiles, validate clean installs, and rerun shared Release E2E before this PR merges.
