A ticket with hundreds of linked pull requests refreshed every one of them on each view, four GitHub API requests apiece, which ran the app out of its rate limit. The failed requests came back as error objects that were read as lists, logging warnings and saving pull requests with no reviews and no test changes. A failed request now fails the whole fetch, so the previous data is kept. Each view refreshes at most ten pull requests, the stalest first, and closed ones only once a day since the webhook catches them being reopened.

When GitHub answers a pull request's own details but fails its reviews, files, or checks, the webhook now links the pull request to its ticket with what it has, rather than waiting for an event that may never come. It skips refreshing the stored data of pull requests already linked, so their reviews and tests are not replaced with empty ones.
The webhook asks for partial details by name, and the strict fetch wraps it, so its details never carry the partial flag.

What
Core ticket #65819 (the 7.2 test improvements catch-all ticket) has 208 linked pull requests. Every logged-in view refreshed each one that was last checked more than five minutes ago, closed ones included. That's four GitHub API requests per PR, about 830 per page view, made one after another.
That used up the GitHub App's rate limit. When the limit ran out partway through, GitHub answered the reviews and files requests with an error object instead of a list. The code looped over that object's fields as if they were reviews and files, which logged these warnings:
It also saved the PR with no reviews and with
touches_testsfalse. For example, PR #14164 only changes a file undertests/but was stored as not touching tests.Changes
fetch_pr_data()returnsfalsewhen the check-runs, reviews or files request fails, so page views keep the stored data instead of overwriting it. It wraps the newfetch_partial_pr_data(), which returns the details anyway, with the failed lists left empty andpartialset. The files request asks forper_page=100, GitHub's maximum, instead of 999.select_prs_to_refresh()holds the refresh rules that were inline inindex.php, so they can be tested. There are two new rules:pull_requestevent, including a reopen.index.phpleaves PRs that have never been fetched out of the response instead of returning them asfalse.Webhook
The webhook asks for partial details. If the reviews, files or check-runs request fails (after its existing single retry), it still links a new PR to its ticket and posts the Trac comment, because a PR that sees no further events would otherwise never be linked. It skips step 4, so already-linked PRs don't have their stored reviews and tests replaced with empty ones; the next page-view refresh fills them in.
The one thing a partial fetch can still get wrong is the keyword change when a PR is first linked: if the files request failed,
has-unit-testsisn't added.Testing
Trac_Fetch_PR_Data_Testsendsfetch_pr_data()canned GitHub responses through a fakehttpsstream wrapper. It covers a full success, empty lists, rate-limit errors on each request, non-JSON 502 pages, and partial details for each failed list. Run against trunk, 5 of these cases fail, including the two warnings above.Trac_Refresh_Selection_Testcovers:trac-prsuite passes locally (139 tests), andcomposer phpcs-changedreports no issues.🤖 Generated with Claude Code
