Any plans of issuing a new release of active_hash? (Specifically, containing #335 )

I've actually been waiting for the following pull request to be released, but I don't see any progress.
(It's been about five months passed and this PR is not released yet so I am not able to upgrade my packages from active_hash v3).

@adampal, can you make it so I can merge PRs without having to get them approved by others?
Right now, I can't merge my own PRs, so I can't create and merge a CHANGELOG - so I can't release

If merging a CHANGELOG pull request is the only blocker, can I possible help by just creating the PR instead of you and you do the rest (approve, merge, etc)? I feel like anyone might be able to create a pull request like #332 if that is all.
