oxfmt 0.55.0 enforces TS(1038): a 'declare' modifier cannot be used in an already ambient context. The nested declares inside declare module blocks are redundant; remove them so oxfmt --check passes. Co-Authored-By: Claude Opus 4.8 (1M context) <noreply@anthropic.com>
