Update actions/checkout to v7.0.1 and actions/setup-node to v7.0.0, then pin both to their full release commit hashes so upstream tag changes cannot change the code executed by CI. Keep release-version comments beside the hashes. Co-authored-by: Codex <codex@openai.com>
