Want a collapsible/popout sidebar for editing settings #15

We need a away to edit DFN settings and also settings for the currently loading notebook.

Examples:

• Edit the description of the current loaded notebook.

The closest thing that Blueprintjs has is the Drawer: https://blueprintjs.com/docs/#core/components/drawer

But the Drawer is not quite what I'm looking for.

Something simple will do, like the left hand panel in VS Code. It's either open or it's not. We need a hotkey, menu item and toolbar to toggle the side bar. There doesn't need to be any open or close animations.
