Summary

Prepare the 0.6.0 release. The version moves from 0.5.0 to 0.6.0, not a patch, because the release removes and reshapes public APIs:

• QueueSender::push and QueueError::Terminal are removed
• PipelineConfig replaces its separate clustering and activity fields with checked ClusteringConfig and ActivityCleanup, and BinarizeConfig is removed
• AhcConfig and VbxConfig fields are now private
• ModelBundle::from_dir and PipelineBuilder::from_dir now return Result
• RuntimeConfig::chunk_emb_workers and DiscreteDiarization::make_exclusive are removed

The changelog now also covers the fixes and speedups merged since 0.5.0 (#6, #8–#10, #15, #17–#32). Install snippets now point at 0.6, and the README is regenerated.

The lockfile was regenerated with just bump minor. This moves ort from 2.0.0-rc.12 to rc.13. The crate now requires rc.13, and the pre-release note is updated to match, so the declared, documented, and tested versions agree.
