Documented Rust version is too low #372

Description

@lisenet

INSTALL.md says efs-utils v3.0+ requires Rust 1.91.1+ and instructs RPM users to install rust via yum and run:

sudo yum -y install git rpm-build make rust cargo openssl-devel gcc gcc-c++ cmake3 wget perl # remove gcc gcc-c++ here if you already installed a compatible version following GCC Version Requirements instruction
git clone https://github.com/aws/efs-utils
cd efs-utils
make rpm

On Rocky Linux 9, this installs Rust 1.92.0, which satisfies the documented requirement, but the build fails because current dependencies require Rust 1.94.1:

error: rustc 1.92.0 is not supported by the following packages:
  aws-config@1.11.0 requires rustc 1.94.1
  aws-credential-types@1.3.0 requires rustc 1.94.1
  aws-runtime@1.9.1 requires rustc 1.94.1
  ...

Please either:

  1. Update the documented minimum Rust version to 1.94.1+, or
  2. Pin dependencies so that Rust 1.91.1+ remains supported.

The current documentation is incorrect because Rust 1.92.0 meets the stated requirement but cannot build the project.

    @andrewmiskell

    I've run into the same issue. 1.92.x is the official version packaged with RHEL 8, 9 and 10, so this won't build an RPM without installation of third party RPMs to meet the rust version issue.

    I'd suggest making Rust 1.92.x the minimum supported Rust version in order to be in line with the default versions packaged with the OS.

    @gonzalezbensmol

    We have run into the same issue with Rocky 9 builds as well.
