test: add benchmark mock smoke tests - #7

Add a no-secrets smoke test that uses a mock codex binary to validate benchmark pass/fail flows, manifest generation, and failure log retention. Wire the script into GitHub Actions so regressions are caught without requiring real agent CLIs. Closes #6 Co-authored-by: Cursor <cursoragent@cursor.com>
