More RRFS/REFS updates

Addresses items in #557:

• REFS:
  • adds ensprod to AWS url
  • fixes NOMADS url
  • changes fxx=0 to 1 and issues a warning
• adds RRFS ensemble to RRFS template

It would also be really helpful to update the RRFS example gallery https://github.com/blaylockbk/Herbie/blob/main/docs/gallery/noaa_models/rrfs.ipynb (https://herbie.readthedocs.io/en/stable/gallery/noaa_models/rrfs.html) and add something similar for REFS. Maybe that will be a future PR...

@freemansw1, don't want to step on your toes, but I was itching to explore RRFS and ended up with a something that worked. I can close this if you already have something, or you can submit suggestions/edits here.

@blaylockbk, let's give this at least a few days before merging (assuming it works 😅).

It looks to me like the RRFS prototype data on AWS has been reorganized, and some of it doesn't exist anymore. For example, the gallery example was pulling the 2024-08-15 12:00 cycle from the rrfs_a directory in the AWS RRFS [Prototype] bucket

but that directory no longer exists

and browsing the bucket, I can't find anything for 2024-08-15. I can find portions of July, 2023, Jan/Feb 2024, and May, 2024.

I'm wondering if it's best to simply drop the prototype (model='rrfs_old') from rrfs.py, since it seems to be a small and non-continuous dataset.

Ok, I dropped the prototype 'rrfs_old' and expanded test coverage.

I'm going to try to update the RRFS gallery example because it won't run, and hopefully add a short REFS example.

It looks like the ififp, natlev, and testbed products don't exist anymore, so I removed those.

Ok, @blaylockbk, I think this is ready. I added several FastHerbie timeseries examples in the RRFS example gallery notebook. It takes about 8 minutes total to run on my old laptop. Let me know if you think that's too much for the gallery and I can trim it down.
