What

Implements sceVoiceQoSEnd with the measured not-initialized result, state reset after a successful init, and a guest regression. Records the assumed successful return and unresolved console behavior in TechnicalDebt.

Carried David's ready commit unchanged onto current main, preserving its author metadata. The implementation, test, and CMake files have not changed on main since the commit's base.

Tested

Independent Linux Release verification of the same source files: guest_voice_qos, guest_voice_qos_app_type_0x10000000, and full suite (520/520) passed; conventions and git diff --check passed. The original Windows Release report records both focused tests passing and full suite 507/507 (with the #3329 test fix applied locally). Verification details are in issue #3331.

Rebased onto current main: the only conflict was the adjacent TechnicalDebt line (kept both entries, no logic changes). Rechecked build + ctest in the touched libs, both guest_voice_qos* tests pass; not-initialized code matches the PS5 measurement in #1407. Merging once CI is green.
