What

The relinker job ran its 182 tests one at a time. On windows-latest that took 233 s, of which ~140 s were the Python tool tests (check_compile 24 s, debt_split 11 s, the conventions shards...). They now run with --parallel 4, the same setting the full windows job already uses for these same tests.

This PR only changes the relinker job, so since #7227 its run covers only the relinker hosts.

Tested

actionlint passes. Timings come from run 39055816353 (relinker, windows-latest: ctest 233 s, build 3 min). The new timing is in this PR's own relinker run.

The relinker job ran its 182 tests one at a time: 233 s on windows-latest, most of it Python tool tests. The full windows job already runs the same tests with --parallel 4.
